ModEl: SHort ArguMEnt
The speaker’s use of present progressive tense creates a sense of urgency. The situations he is concerned about are happening as he speaks. In paragraph 10, Chavez says, “In McFarland and in Fowler childhood cancer cases are being reported in excess of expected rates.” The present progressive tense reminds the listener that people are being poisoned now, even as he delivers his speech. This tense prompts the listener to respond quickly to the call to action.
